报告称农民工市民化是消化住宅库存关键   国家信息中心报告提出   农民工市民化是消化住宅库存关键   □本报记者 卢铮   2016年社会经济发展主要是抓好去产能、去库存、去杠杆、降成本、补短板五大任务(“三去一降一补”),中国证券报今起独家刊发国家信息中心宏观经济形势课题组关于“三去一降一补”的系列报告文章。对于社会普遍关注的房地产去库存,报告提出,农民工市民化是消化住宅库存的关键环节和成败所在。此外,报告认为,企业生产成本高企使得“投资拉动型”和“出口导向型”发展模式难以为继,建议进一步简政放权,加大财税、社保、金融体制改革步伐。   建立分担机制   报告指出,2015年末我国商品房待售面积为7.2亿平方米,考虑待售期房库存后,广义房地产库存面积为32.3亿平方米,去化周期长达30.2个月,商品房增量空置率高达46%,这些都反映出我国房地产市场正处在高库存状态。   报告提出,农民工市民化是消化住宅库存的关键环节和成败所在。假设农民工市民化进程加快,原住租赁住房和单位宿舍的农民工逐步实现自购房并落户,如果每年将自购房比例提高5个百分点,则有841万农民工实现在城镇购房。按照2个农民工组成一个家庭并育有一个孩子,以及农民工人均居住面积30平方米计算,将新增3.78亿平方米左右的住房需求。假设新房交易占70%的比例,则有2.65亿平方米的新房需求,相当于2015年住宅销售面积(11.24亿平方米)的23.6%,潜力巨大。   报告建议,按照“谁投资谁负责”的市场经济原则,建立由房地产开发商、政府、购房者共同承担“库存消化成本”的分担机制,加快深化户籍和住房制度改革,强化消费和供给端引导,扩大有效需求,分流转化部分供给。加强土地供应管控,引导降低商品住房价格,用好用足住房公积金,加快住房保障方式转变,推动发展住房租赁市场,推动房地产企业转型升级,强化房地产市场监管。   简政放权 激发市场活力   报告比较了中国与几大经济体制造业成本指出,交易成本、税费、人工、土地、资金、能源、物流和汇率等企业生产成本都高于美日欧等发达经济体,使得中国以比较优势和后发优势为主的“投资拉动型”和“出口导向型”发展模式难以为继。   制造业高成本主要由六方面因素造成。第一,政府职能转变不到位致使制度性交易成本偏高。第二,劳动力供求变化及社保分担机制不健全导致用工成本快速上升。第三,宏观税负较高加大企业税收负担。第四,金融体制不完善导致企业融资成本居高不下。第五,能源价格形成机制不顺使企业用能成本过高。第六,市场分割及物流管理不善导致流通费用高昂。   报告认为,降低制造业生产成本,减轻企业负担,激发微观市场活力成为当前经济工作的重要内容。建议应进一步简政放权,加大财税、社保、金融体制改革步伐,理顺能源价格形成机制,并加快推进物流行业整合与道路通行机制改革。 进入【新浪财经股吧】讨论相关的主题文章:
