北京市规划委:打开小区大院应“分区分类、新旧有别”-中新网   中新社北京2月25日电 近日,“逐步打开封闭小区和单位大院”的城市规划意见引发社会热议。作为中国的政治文化中心,北京的小区和大院都格外密集,要如何打开?对此,北京市规划委表示,实际规划中,对单位大院和住宅小区将依照分区分类、新旧有别的原则予以考量。同时,官方将采用加密路网、打通微循环等办法,以疏解二者带来的交通压力。   2月21日公布的《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》提出,新建住宅要推广街区制,原则上不再建设封闭住宅小区。已建成的住宅小区和单位大院要逐步打开,实现内部道路公共化,解决交通路网布局问题,促进土地节约利用。   此规定一出立即引发社会热议。有人认为,街区制能缓解交通拥堵,方便小区居民出行,也有不少民众担忧此举将影响其生活空间的安全性和私密性。   针对民众的这一担忧,北京市规划委相关负责人表示,关于涉及居民切身利益的社区更新改造问题,将充分考虑当地居民的意见和建议。   该负责人表示,目前北京中心城路网间距大、密度低。很多区域出现的拥堵现象,和周围单位大院和封闭社区的巨大体量不无关系。整个城市交通微循环系统不畅,进而加剧了骨干路网的交通压力。   在当前形势下,“窄马路、密路网、开放街区”的理念在利于改善城市交通微循环的同时,也能促进公共资源共享,增强社区活力。正在编制的《北京城市总体规划(2004年-2020年)》中,将结合非首都功能疏解,推进城市修补工作,其中一项很重要的内容就是破墙通路、拆墙见绿,促进小区和大院与城市的融合。   据透露,北京市规划委现已选取试点,在中心城某一仓库疏解再利用过程中,通过打破封闭大院,引入“生活性街道”,以微循环道路连接周围的市政路,同时开辟绿地广场,增设文化馆、博物馆等服务设施,以创造一个充满活力的公共空间。   未来,北京的新建社区将进一步“瘦身”,通过控制地块尺度,确定适宜的街区规模,形成合理的路网结构、宜人的空间环境。而在中心城已建成区,将通过存量更新打通断头路,改善微循环,实现“一刻钟生活服务圈”。(完)相关的主题文章:
